Prior to LabVIEW 7.0 there was a VI solution to obtaining the command line parameters. Search NI's Example Programs Database for "command line". It will give you a VI that returns the command line parameters for a LabVIEW program.
From LabVIEW 7.0 onwards, the command line parameters can be obtained by opening an application reference and using a property node.
