vi.lib is a folder beneath the LabVIEW installation directory.  This is where the standard (built-in) VIs are stored (as compared to [[user.lib]] where the user's reusable VIs are stored).  [[vi.lib/addons]] is a special location -- VIs and CTLs placed there will appear in the Addons category of the Functions and Controls palettes.
